These are the hands of a very large French clock. They were probably used in a church or train station.
The minute hand measures about 89cm, and the dial is roughly the size of an adult with their arms outstretched. Just having it on display creates an otherworldly scene, and hanging it on a wall would also allow for a more impressive display.
